The ESL Literacy Network recognizes a broad range of literacy and connects ESL literacy to the level of formal education learners have. 

Canadian Language Benchmarks 2000: ESL for Literacy Learners focuses on ESL literacy and LIFE. It sets outcomes for four different levels, called Phases, in three different skill areas: reading, writing and numeracy. Each CLB Phase is broken down into three stages: Initial, Developing and Adequate, with the difference among the stages considerable.
